Hi everyone. I searched this sub and googled about moving NISA to other brokerage. I thought my steps are correct but somehow it is wrong.
Here’s the situation:
1. I did invest into NISA for this year.
2. I did abolish the NISA with Moomoo. I sold all of the investments, and then submit for abolishment. Then, I got 非課税口座廃止通知書 on October 10.
3. Opened Interactive Brokers Japan account, applied for Transfer In. (Attached the abolishment paper from Moomoo)
4. It is rejected by IBKJ. (I’ve applied 2 times now, still got rejected) below is their response.

Dear Customer,
Please note we re-sent your NISA Abolish/Closure Notice to complete the Transfer In procedure, but the result from the National Tax Agency (NTA) was rejected.
Please note that it is highly possible your previous broker has not correctly submitted the form to the NTA so please check with them if they have submitted the form to complete the abolition/closure of your account correctly.
Once you have re-confirmed they have completed sending the form to the NTA, please feel free to contact us so we may re-submit the request for transferring on your behalf.
We cannot re-submit until this information is confirmed. We appreciate your understanding.

I want to ask, is it because I did the abolishment AFTER October. That I couldn’t change to other brokerage? If that so, can I apply again in January 2026?
I read on the internet, NTA are opening paperwork for NISA from October this year, and the NISA can be used from January 2026.
Is there anything I did that wrong?
I also opened Rakuten securities and am trying to apply NISA with them as well, but haven’t do the paperwork. It’s just, I prefer that I could do the NISA with IBKJ.
Thank you
