Have anyone got a visa renewal (extension period of stay) for a BMV of a company that met old criteria but not the new ones?

Is has been less than a month, processing times are longer than that.
Management visa holder here with a couple of years left on a 5 year visa. I’ve been on this visa for almost 20 years, and had been thinking it was about time to switch to PR.
I visited Immigration in Nagano at the start of this week. The young fellow I spoke with told me explicitly that I would need to meet the new capitalization requirements before applying to renew my current visa **or** applying for PR. Didn’t matter that I met the old management visa criteria. Or that I’m married with Japanese wife and kids, and have other attributes that would make for a strong PR candidacy. Have to meet the new management visa criteria even if I’m applying to get out of that visa category!
So I would have been a shoo-in for PR a few months ago, but now am told that I need to whip up a bunch more capital if I want to stay in Japan after 2027 as either a business manager or PR. This seems absolutely wild.
(I can come up with the capital if needed, but it just rubs me very much the wrong way that they’re moving the goalposts so abruptly and with no case by case consideration for legitimate applicants.)
Next step is to contact the crack immigration lawyers we’ve used for our staff over the years, to find out if there is anything the chap at Immigration might have mistaken or omitted. But I’m not optimistic.
