  1. Apparently yes, it’s mainly to avoid tax it seems.

I found this, which I made a quick translation of.

    https://web.pref.hyogo.lg.jp/kk22/pa04_000000025.html

    > What is Illegal Diesel Fuel?
Illegal diesel fuel refers to oil mixed with kerosene, heavy oil, or other substances without prefectural approval. Manufacturing, purchasing, or using such fuel is illegal and subject to penalties.
Illegal diesel fuel is a serious tax evasion offense.
It involves illegally evading the diesel fuel tax that should be properly paid (32.1 yen per liter), causing serious adverse effects on prefectural finances. The illicit profits may also become a source of funding for criminal organizations such as yakuza groups.
    Environmental and health impacts:
It increases substances in exhaust gases that cause air pollution, such as PM (particulate matter) and NOx (nitrogen oxides), negatively affecting human health. Data shows that when heavy oil is mixed with diesel fuel in equal amounts, PM increases by 15% and NOx by 7% compared to 100% diesel fuel.
    Market disruption:
It obstructs fair market competition in petroleum product sales, transportation, construction, and other industries.
    Vehicle damage:
It causes engine malfunctions and damage.
Users will also be severely penalized!

  2. I don’t know but many counties farmers and primary production businesses are exempt from paying the fuel excise cost on diesel when it’s used in machines that are exclusively operated on private property; such as a tractor that never leaves the farm.

This means they get access to diesel way cheaper than everyone else and COULD resell it to motorists at a profit. It’s a common issue basically around the world.

Not sure if that’s exactly what this is about but I’d say 90% sure.

  3. You can use kerosene as diesel fuel, or mix them together.
Road taxes are not put on kerosene normally used for heat.

  4. A diesel will basically run off kerosene which is taxed far less than diesel as it’s meant for running heaters and long haul truck refrigerators/ generators..

So yes, it’s illegal to use it. Though quite frankly our road taxes are so high just to have 1 guy working and 17 others “directing” traffic. So road taxes should cut completely until they stop that poor practice.
