TL;DR On Sept. 24, police conducted a operation to catch illegal mopeds at Nishi-guchi five-way intersection in Nishi-Ikebukuro, Tokyo. Within just 30 minutes, five violators were cited with three found to be without a license.

A bicycle is classified as a moped if the wheel continue moving after the pedals are stopped. Illegal mopeds are impounded and the rider may be taken to the station for questioning even if the rider shows sales documentation labeling the vehicle as a bicycle instead of a moped.

Moped requires a driver's license, number plate, side mirror, and an insurance. They are prohibited from riding on sidewalks.
