Unusual i-adj placement confusion

Came across this sentence in my Anki deck and cannot figure out the grammatical reasoning for where の and 多い are placed. Is “変化の” modifying 多い or 年? And is 多い modifying 年 or 変化? To me, if the sentence means “this year had a lot of change” wouldn’t it read “多い変化の年”?
