Chiba University vs Kansai University

I want to spend a year in Japan as an exchange semester but needless to say choosing is difficult. My 1st choice is Tokyo Univeristy of Foreign Studies (TUFS) but of course i dont know if ill get in. I need to choose 2nd option and im struggling.

Chiba:
Close to Tokyo, so I can travel a lot. No dormitory but the university will find me an appartment. I can't find enough information on exchange students life, and what to expect.

Kansai:
Close to Kyoto and Osaka. Dormitory is almost guaranteed. Seems like there is a lot of stuff going on for exchnage students. Its a big university so it seems a lot can be done.

I want to learn the language, and i want to have fun travelling and exploring. I wont be tkaing any credits home. I just want to enjoy my life in Japan for a year.

Part of me wants to put Kansai 2nd just because the idea of bwing close to Kyoto is cool as well so its difficult for me to decide and so it will be a luck game. But then again i can make going to Tokyo a lot more likely to happen, if i choose Chiba. The distance in travel from TUFS and Chiba to central Tokyo isnt even that big. But then again how international is Chiba compared to Kansai? Should i prioratize having a dormitory…?

Do you guys know anything about those 2 universities that will make my choice easier?

Its not about which uni is seen as better, its just a 1 year experience after which id go home.

Edit: well of course id spend a year living there, so it matters what life around campus would be like. Kansai Uni is in Osaka but isnt in central Osaka. Chiba city seems very laid back, which is nice if u live there overall, but maybe i want something more from my year in Japan. Then again would Kansai even be different in that regard.
