Why does Amazon jp sometimes accept my foreign credit card, and sometimes doesn’t?

I bought multiple things from Amazon using my Australian debit card. Some of the things arrived today so I know it went successfully through

I ordered something again today with the same card and now some goes through and some dont, with “Payment revision needed”.

What’s going on?
