What’s a small, walkable city in Japan good for raising kids?

Currently in Tokyo. What is your favorite small walkable city or even large town in Japan for raising a family with kids? I would prefer to live without using a car too much, so for example, Hachinohe wouldn't fit. I would also prefer not too hot, that's the other thing, so no Okinawa 🙂
