Can I work on a side hustle or freelance work as a student?

As the title says. If I have an Etsy store or E-commerce store selling to customers worldwide however exclude Japan, will I A: have to pay tax to japan still and B: Do I need to stop my business before going to Japan then wait for permission then continue ?

I reckon I would have to apply for a permit.
