Struggling to get internet service in my new apartment in Japan

I just recently moved into an apartment near Shinjuku area, and am struggling with setting up Internet. I’m aware that for wifi you need:

  1. The internet line provider (インタネット回線)
  2. ISP

Near the door is a 光コンセント labelled NTT, so I placed an application with NTT to provide the line services, however they called me to state they cancelled the application as “either there is no cable there, or it is under a service that isn’t NTT”

So I think, okay, I’ll call the property management to ask if there is a cable installed already. The answer I received from them was essentially “we don’t know anymore than you would, try calling more internet companies”. So back to square one.

I check with Nuro光, auひかり, and the building is not in either of their service areas.

I call NTT back and I’m told that if there isn’t a cable then, I would need to have one installed, but was told that when they contacted the management company they stated do not really want to have it installed through the wall.

What is the next step here? Contact more people? Get the cable installed anyways? I rely on Internet for work so getting a LAN line or VDSL is not really favorable. Any help/advice is appreciated. I’ve attached below an image of the 光コンセント
