Getting married as foreigners in Japan

Hello, I'm not sure if anyone could help! But I thought I would try. My city hall asked me to gather a lot of documents that Indian nationals need to get married in Japan. Since we are from different countries and hardly get enough days off, we thought getting married in Japan is the easiest.

I will list the documents here. Does anyone out there know how to get through this?

Tentative translation:

Required Information for Foreign Nationals (Indian Nationals) Marrying Under Japanese Procedures

[When a Certificate of Eligibility to Marry is Not Issued]

① A relative must prove that they are single, and have it certified by a judicial administrator in their home country.

Japanese Translation

2 A statement from the Minister of their state stating that "To the best of their knowledge, they have never been married."

Translation

Based on documents ① and ②, the Indian Consulate in Japan will issue a "Statement of Singleness" certificate.

4 Afidavit and Japanese Translation

I am also not sure what document would evidence my Religion.
