Is Mitsui Sumitomo trust bank impossible for foreigners?

I tried making an account with them and even asked to do nisa, ideco, and a time yen deposit. But I was ultimately rejected by phone.

I understand they are a fiduciary and private, so reasons that are consistent with their values is important.

I offered that I want to do long term life plans, in long run ask their services for inheritance, and deposit several million yen as a time yen deposit, but no dice. What do y’all think?

They didnt ask me any details about my visa (I have PR). And they didn’t ask about my job or salary or my country of citizenship. Basically they knew nearly nothing about me except my name and what I wanted to open.
