Spot for Cars in Osaka

This might be a long shot but it is my first time in Osaka.

I have a buddy whose car we would like to shoot here, but we don’t know any locations that are available before 10pm.

From my understanding Shinsekai is only open to cars after 10pm, but is there something similar like the photo above (not mine, found on Google from someone called Royal Origin)?

It doesn’t need to be like the image of course or like Shinsekai, but basically any place with a lot of lights where we can park the car for 30 minutes or so to get some shots, without blocking traffic.

If possible it needs to be accessible before 10pm, ideally from let’s say 8pm. For example Akihabara is open after 8 to cars.

Anywhere in Osaka is fine but the southern area around Namba or so is preferable, as that is closer to us.

Unfortunately I have no idea at all about Osaka, so any tips would be really appreciated.
