Not sure if it's a Kyoto-only thing, but I have a work trip there in Feb and was just looking around for hotels to extend the trip over the weekend on my dime once the meetings wrap up Friday. I was shocked to find perfectly decent hotels for under ¥10,000. Even bare-bones chains are dirt cheap – I stayed at a Livemax hotel in Kyoto for 3 nights last year for about ¥31,000 that is now offering the exact same room for about ¥5,000 per night.
I guess now is the time to travel domestically before Beijing says its OK to visit Japan again.
