In this era, can you get a visa in Japan as a college IT degree holder from thirld-world countries?

Hi. I have a friend that is a graduate of IT degree in our home country (Southeast Asian country) and they're wondering how they can get a working visa or better yet a long-term or permanent visa in Japan?
