Any way to send actual cash quickly?

A family member has just flown in and realised he doesn’t have his physical cards with him due to minor crisis.

He’s got cards on his phone but that’s it.

He’ll be fine tomorrow once he catches his local flight – but has to overnight near Haneda.

Any quick ways to send cash on a Saturday?

Edit: I’m a resident. I have a local bank account that has all the modern features you’d expect of bank account in the 1980s.

I have Wise and PayPay (I think).
