Japanese bank (Shinsei) denies request to provide statement copies

Hi all, wondering if anyone has ever experienced this: I recently had to close my SBI Shinsei Bank account, as I got a new job which put me on an "official (公用)" visa, which doesn't allow one to have a zairyu card (instead I get a MOFA issued ID card) or registered address (住民票) even as I live in Japan.

This got the bank's notice and they informed me they cannot offer me service anymore (there are only 1-2 banks in Japan that offer service to people in my visa category).

Two months after closing the account in October, I realized I made the mistake of not downloading all my bank statements from the online account portal prior to closing.

I sent the bank a request to provide these (2 years' worth – I've been a customer for over 10 years!), and they flat out denied me, saying they don't provide that service to non- / former account holders. I asked via phone (callback service) and next via an online form and email, so it's in writing. I received the denial both times.

Is this legal? I'm pretty sure that information is mine to request and access.

I'm just wondering if anyone else has had this experience (FYI I still live in Japan and will continue to do so), and if they did anything about it.
