Painting over typical (vinyl?) Japanese wallpaper

I need to paint a Japanese condo indoor area that's covered with typical, white (vinyl – I think?) wallpaper.

Just wondering if anyone has been successful with water-based latex or if oil is required?

*I prefer the cheaper and less-time consuming option to paint rather than re-paper the wallpaper.

Any tips, as well? Thanks.
