Landlord vs tenant responsibility in damages

I will be commencing a semester-based exchange in Tokyo, and have been looking for apartments to rent. I have almost gotten through with the application of this unit I'm interested in, but one of the documents that I had to consent to outlines that it is the tenant's responsibility to bear damages to any electricity and water related issues. The examples included are water leaks, toilet flush broken, gas leaks. Where I'm currently living, this is definitely not the norm. The landlord is generally held accountable to fix any damages not caused by the tenant. Is this normal for rental agreements in Tokyo? The realtor messaged me and said that there should not be any malfunction if amenities are used normally, but I'm not sure I feel safe enough with that since anything could happen. Any advice? Am I better off living in a student dormitory instead?
