A quick bit of back story. Been with the wife over 10 years. We have a 1.5 year old now and we are outgrowing our apartment in Nerima-ku Tokyo. My financial situation has been a disaster from a previous marriage, but managed to save 2mil yen for a place.
We found a place 20 minutes from Shizuoka station. We meet tomorrow with the owners to negotiate the finalized terms. Anyways. I have some questions that have started to pop up in my mind as I dont want to fall into the money pit trap End-of-life house.
It is a 2-story 390 m2 house built in 1977 sitting on 406 m2 of land that is close to the bay.

It has a panel with a 30amp main, color coded green. With how weird electrical is here, will the electrical provider be able to increase this to a 50amp? I am a certified electrician in the states, but things are a bit different here. I would like to add possible 200v outlets for additional aircons (there is only one.) Are the walls hollow, or will this be a disaster requiring liquid tight conduit since the walls might not be hollow? Just want to know ahead of time. There are 6 20-amp breakers. I was not able to blue print what each breaker is tied to as we only had a basic walk through, and the electrical is off.

Some of the walls seem to be a stucco type material. That seems to be flaking due to age. I am sure it isn't stucco, but not sure of what it is. Im told that うま~くタレール plaster would help to seal it up. Is this true?

Following up on #2, I noticed some areas, as noted in the pictures, that there are a few crack in the center divider of the first floor, and in the upstairs room that was being renovated. Are these an alarming issue? Can the be sealed and plastered?

It is a nice place that needs some work. I am willing to do the work. Its an hour or so from Tokyo, which will be an adjustment phase. How will the heat/cooling be? Local community? Salt water? Roof?
I read a lot of horror and success stories so I'm at an unsure point. My apologies for the wall of text, but this a huge turning point for us in life, and I want to be sure I am not making a huge mistake.
Please please feel free to cover anything I may have missed. I have more photos and information if necessary. I seriously appreciate the help!!
