Tokyo areas for first time visit

We are planning a Japan trip and can't decide on where to stay on Tokyo so looking for tips please.

We will be in Tokyo at the start and end of the trip and would like to stay in 2 different areas.

At the start of the trip we will land in early evening and then stay in Tokyo 2 nights before heading to Kanazawa. At the end we will be travelling from Osaka and will be in Tokyo for 4 nights.

We would like to visit Sensō-ji, TeamLab Borderless, an observation tower/viewpoint (not too bothered about which one), Shibuya crossing and Meiji Shrine. We also want to take a day trip to Kamakura by train, if we are feeling up to it. All other sights/attractions will be a bonus if we get to them as long as we get to try LOTS of Japanese food. We will be travelling with a toddler so we are trying to be realistic about what is achievable.

Based on this where do you think it would be best to base ourselves?

I've been leaning towards Ueno and Shibuya but my husband is not convinced.

Thank you!
