HSP Bonus Points “Graduation from a Japanese University” – Do Foreign Universities count (like TUJ?)

For the HSP Visa, there is a bonus point category for graduating from a Japanese University; Would someone who graduated from a foreign university branch campus entirely in Japan qualify for the bonus points?

Like for example Temple University Japan (TUJ) or Lakeland University Japan (LUJ).

– To make it simple, let's say they started at said Japan campus, and completed a 4-year degree at that campus. Not those who transferred midway.
