Lost my passport, but still have IDP, is there any possible way to rent a car?

As title says, unfortunately don't have my passport. Is there anyway I can still rent a car? I have a valid IDP, residence card, home country license, home country ID, even scans of my passport and visa but, as far as it seems, they won't accept it.

Still planning to get either a temporary emergency passport, or a full one, but will take time regardless. Not even sure if a temporary passport will be allowed let alone a new one, cause it will be missing the immigration entry stamps..

I've heard of people picking up their rental vehicles and only being asked to show the IDP. Hoping I can get lucky but seems bleak.
