Roomservice keeps coming to my room

Am having the feeling that something is unusual. I am (30F) staying in Osaka for a week in a hotel. I have been to Japan many times, so this is the first time being in such situation.

Usually I am not in the hotel and outside meeting friends or exploring. Just today and yesterday I felt a little tired in the afternoon and rested for short times in the hotel. Strangely both times the roomservice/ cleaning man was knocking on my door and telling me he couldn’t clean my room completely and would like to finish. My room was totally fine and I always have the “no cleaning” sign outside. When I checked in the first day I got told that it will be cleaned twice during the week and not cleaned at all, if I put the “no cleaning sign” outside the door as usual. So now it gets cleaned everyday, although the sign is outside? Yesterday I thanked and denied the first man, that cleaning wouldn’t be necessary. A few minutes later another man showed up and was quite persistent to clean the bathroom. Today the same thing, but they asked three times. Should I be concerned? It feels uncomfortable to open the door again. I am very polite but was quite direct the third time, that I really do not want to let them into my hotelroom for cleaning.

I am afraid the hotel is watching me. For context:

When I arrived, I went to the hotel, checked in and briefly brought my luggage to the room and left for dinner. My longterm situationship picked me up at the airport. So he (37M) guided me to the hotel stayed in the lobby and waited for me to come downstairs again. The hotel staff was watching us, like most people in Japan, probably due to us talking english, him being Korean and me German. I didn’t think about it first. The reservation of the hotel is only for me, cause he is staying in Osaka for another time period and we usually meet each other for dinner and sometimes more when being in the same city for holiday or work. This time he also stayed with me for one night in my room. It was too late and the reception was empty when we got back from dinner to extend the reservation to two persons. I know some hotels in Japan charge per person even for a whole room, which is why I usually make bookings correctly. Well that night was unexpected so the reservation was not 100% correct. May that be the reason?
