Getting married, affidavit trouble

As the title states, trying to get married but the ward office doesn’t recognize the changes to the embassy rules. They still expect the Affidavit of Competency to Marry (証明宣誓書), but there is no way to get it notarized at the consulate or embassy since the rule change. (US citizen, embassy no longer notarizes this affidavit)

My local ward office has stated that no foreigners have gotten married since the change (really hard to believe) so I’m coming to you all. Any advice besides buying a ticket to Guam or Hawaii?

For anyone commenting: I've already googled, printed and submitted the form which states the rules have changed and they don't notarize the old Competency to Marry form. Also, as most people should, I have thoroughly googled this information to the point of resorting to making this post. Hopefully if I find a resolution I will share those results with the hopes of helping others with a similar issue. Thanks in advance!
