Where I live in Japan, there are quiet side streets, and I have no problem biking on those, but there are also busy roads without bike lanes. These roads are constantly full of heavy vehicles like dump trucks and army trucks. There are wide sidewalks that I use to bike along those roads.
Does the government actually expect me to start cycling with dump trucks and army trucks? I'm confused what this new law is saying. Are they essentially just banning bicycles in most of the country? Most of Japan does not have bike lanes and many of the roads are just not suitable for cycling. And I say this as someone who grew up cycling in traffic and spend decades as a cyclist.
