Which city is best to live in as a foreign student?

Hi, I'm a soon-to-be exchange student and I'm in a dire situation of not knowing where to live in the next six months.

For context, I'm in between three universities: Kyoto University, Sophia University and Tsukuba University. I'm not sure which to pick, and that's why I want to know which city is best for a foreign student.
I'm not really picky about places, but I do like modern environments.
