If oil shortages raise prices in Japan, will tourism drop and foreigners leave?

I am just curious and would like to know your opinion about this. If Japan is unable to get oil for several months and food becomes more expensive while gasoline prices rise significantly, do you think it will negatively impact tourism in Japan? Also, do you think many foreigners who have a one-year visa and are not tied here through a Japanese family might decide to leave Japan?
