How to register for an Amazon Seller account as a Foreigner?

I have been trying to register for an Amazon Seller account.

For ID, I uploaded my passport.
For proof of address, I uploaded my bank statements (5 pages showing the past 180 days transaction)

But I got this email

アカウント確認プロセス中にご提出いただいた情報を確認できなかったため、現在、出品者様のAmazon出品用アカウントを有効化することができません。アカウントの有効化を進めるには、追加情報を送信する必要があります。

When I try to log in to my sellercentral, I got

リクエストは却下されました

ご提供いただいたドキュメントを確認することができません。そのため、Amazonで販売することはできません。この問題についての詳細情報をお伝えすることはできません。また、この決定に関してEメールでお問い合わせいただいても返信できかねます。

So I tried uploading other documents as my proof of address.
– ガス請求書
– 水道請求書
– 住民票

But every time, I got the same rejection email same sellercentral message.

At this point, I started to doubt if my passport is real or not.

Any idea what went wrong? I triple check all my docs, couldn't figure out what's wrong.
