I have a Japanese license that I had to study and take the test for not a swapped foreign license. I've been driving in Japan and using rental for work for the last 3 years. I went to Eneos in Nagitsuji and they told me they can't give me insurance because I have a foreign name on my license, but they did insure my Japanese wife when she came 20 minutes later. I really doubt it, but can I complain about discrimination since I have the same license as her?
