Recommend a neighborhood close to work

Hi all, I'm moving to Tokyo soon, and I have been in contact with one of the agents recommended by my work. However, I felt discouraged for a bit since the agent kept saying I might not be able to find my preferred housing type with the budget i set for my top neighborhood choice, and so I would like to ask for your insights on possible alternatives.

  • Bio: 27 y/o, single professional, moving from Bangkok to Tokyo, has a housing budget of around 130k below for a 1LDK, work location is a 10-15 min walk to/fro Futako Tamagawa station
  • Lifestyle: shops here and there, pilates/yoga, loves the greens but also loves the chaos (if you are familiar with BKK, it's something like Aree, Thong Lor, Asoke, or Silom)

Looking for: security and convenience, a (young-centered) neighborhood where there are: parks or gardens; lively scene (street performances?), nightlife (izakayas after work), charming coffee shops, vast options of restaurants

  • Sangenjaya – this is my top choice (my agent will do their 'best' to find me a place that fits my budget, but it could be hard)
  • Komaza Daigaku 
  • Shimokitazawa – from what i've researched, i love the vibe but, con: gets noisy and overcrowded in the evenings, weekends, holidays(?)
  • Gakugei-daigaku
  • Kyodo

Could consider: 

  • Yoga – but it's more family-centric
  • Futako Tamagawa – a bit of a modern feel to me (and i don't want to see my colleagues after work)

Additional questions: Should I take into account finding an 'English-friendly' neighborhood?
