New Bicycle rules affecting bicycle delivery drivers?

So they recently enforced the new bicycle rules, there are over 100+ too. I don't know all the details especially the very nit picky ones but just the overall not allowed to hold umbrella, need to ride on the side of the road at almost all times, etc…

I mostly follow the rules and such as before even before they reinforced these new rules.

Just mostly asking how this will affect bicycle delivery drivers for example: Uber, Demae-can, etc…

Earbuds are okay as long as there's no music? Are they okay if I only wear 1 because I use the navigation voice on the google maps to hear where I'm supposed to turn.

How about looking at smartphones? I know that it's illegal to hold your phone while riding a bicycle but I have a mount and some people told me as long as you look at your phone and the police notices you looking at your phone while driving you will get fined! Others have told me it's fine as long as there's a mount for your phone.

Hand signals??? They say to me that you have to have both hands on the bicycle at all times when you are pedaling but I need to use 1 hand to signal while turning.

I might be overthinking about some of these but has there been bicycle delivery drivers who have been fined so far these 3 days that they implemented it? Would like to know everyone's opinion about these rules as well, pls don't roast me for overthinking these ahahaha. I just don't want to have to get fined left and right when I need the extra money and that's why I'm out and about doing deliveries.
