So when another human being is getting stuck, and they are not ethnically Japanese, they decide to shut down the rescue service?
Just charge them the full cost of the rescue and a surcharge. Maybe a couple of million yen per pop.
Most of the stranded are foreigners because most of the skiers are foreigners.
