Japanese people not as polite as expected?

After a month in Tokyo and Osaka, I am a bit surprised to see some unexpected behaviours from Japanese people that wouldn't be acceptable in other countries deemed "less polite".

For instance, cycling at full speed on sidewalks, coming very close to pedestrians. I know it's not supposed to happen and law is tightening, but can't see any difference in practice, no changes. Basically, nobody seems to be cycling on the road, even when there is a painted cycling lane. To be fair when I did cycle on the road, some cars and trucks came dangerously close, no safety gap, so not pleasant either.

Also, many people boarding metro cars or trains without waiting for passengers to get off first. Or people bumping to you or your bags on busy streets and shops, without apologising at all. Happens several times per day. Same at the supermarket.

And yes, the above people were Japanese, not tourists. I wouldn't see often the above behaviours in the UK for instance.

Are those behaviours expected, or are Japanese people starting to get bad manners and influence from "bad" tourists?
