Is this plan unrealistic?

Hi, I'm a high school sophomore (from Norway, if that helps), and moving to japan is one of the options i'm considering after finishing HS. i'll also be going into the IBDP next year, since i know it's useful for applying to schools abroad. Anyways, my plan goes as follows.

  1. Graduate IBDP with a 38/45 or better and get a good IELTS/TOEFL score.
  2. apply for the MEXT scholarship (Embassy recommendation)
  3. Apply to the top universities' Engineering courses (Tokyo Tech, Tohoku, Kyushu, the G30s, etc.)
  4. i'm Hopefully accepted into one of the universities
  5. if i didn't receive it in 2, apply for MEXT scholarship again (university recommendation this time)
  6. If i still don't have MEXT, i can just use Norwegian taxpayer money (Lånekassen gives out a LOT of grants and very good loans, especially for western countries like japan).
  7. Get a student visa
  8. Study at the university + japanese language courses
  9. Graduate and get a job to get work visa
  10. Eventually get PR

My GPA in January was around 3.5, but i'm expecting a 3.7 by june.
