20F Applying again for this Fall Semester (undergratuate) because of the delay for the supposed Spring Semester Departure. I’m worried my COE would be rejected.

Greetings, everyone! I have decided to reapply for the second time for the student exchange program for one semester as a partnership between my university and one in Japan. It was supposed to be for the spring semester (this April) but while everything was already in its place, I was shocked to find out this February that I had to submit a TB certification for my COE. We were informed late about it since it's only the first time of the partnership of the university to a Southeast Asian country. Since I had a medical history of TB when I was 8 years old, I had to undergo sputum testing where I had to wait for results for 2 months. I got the certificate last week, so it didn't reach the supposed Spring semester departure this April, but the host university assured me that it can still be utilized for next semester if it's still valid by then. My TB certificate is only valid until August 18 and the host university told me that for the Fall semester, the supposed submission of our COE from them to the embassy is around the middle of August, so I fear I have to redo it again. What's even more unfathomable is that I have to redo the whole application process of the host university where there's no assurance I'll be accepted again, akin to almost getting back to zero.

Yet, I want to trust God that if He did it before, He'll also do it again. At the same time, while I am now filling out my COE for the Fall semester, I stumbled into the past history of applying for a certificate of eligibility. I have now encircled yes and input 1 time of non-issuance (it's still non-issuance right because it had been on-hold by the embassy because of the delay on TB Certification?). Should I include a reason letter along with my TB certification? Also, does this mean I am now more prone to rejection?

Furthermore, one of my worries is also having a low probability now to get accepted by the host university because of the delay. I am still enrolled in my home university but I don't take any units right now, and am using my residency. Would this affect my application?

The deadline also for all of the papers is this upcoming Wednesday and I am just planning to follow up on the scholarship certification because the organization has yet to release it in June, and we were just informed about it yesterday. While the host university's screening of applicants would only commence just around the end of July, I fear because of this delayed document, my shot for the second time is already doomed and foreshadowed. I also can't provide a show money for the meantime for the COE because I am just an aspiring student coming from a not-so-privileged background.

Honestly, typing this right now, I just realized that there are so many red flags right now on my application. I would be even more surprised now if the path for this would be a smooth-sailing one because so far, there's always a bump on the road I am taking. Yet, I am also aware that it's really only by God's grace that I managed to reach this far so while at it, I am really in need of prayers for this one! I honestly don't know anymore but I can't seem to shake this determination and courage banging from time to time that I don't even know where it is coming from.

  1. Pretty much all of these questions should be directed to the exchange program at your home university.

    None of us can reasonably give you an answer regarding your chances to be re-accepted to the program or whether any of this will impact your COE application.
