Booked an apartment on booking.com – they want pictures of my passport now

I just booked an apartment in Asakusa for 21 nights, now I got a message from the Hotel / Host:

DearXXX

Thank you for booking my house.

According to the new law established by Japanese government, I must ask you to prove the following details before your check-in.
This process allows me to operate as a host in Japan legally.

3. Occupation of each guest

I appreciate for your understanding and support.

This obviously was pretty weird to me, since I 1. booked the room on booking.com, not airbnb and 2. i already booked 2 other airbnb's for september and non of them required that.

I couldn't find any information of "servebotai" and also no reviews of the hotel / apartment

Does this actually exist and is safe?
