I've searched this every way I could think of and come up empty. Is there any Kyoto ward office – health insurance desk specifically – that offers evening or weekend hours even one day a month? When I lived in Kobe there was one, but all I've been able to find are the certificate counters (which I knew about anyway, and can't provide the service I need). Thanks in advance for your help.
