Personal experience with neck coolers in Tokyo? Are they worth it?

Basically the title. I’ve been seeing them on Amazon (especially the Torras ones) recently and was wondering if they’re actually useful for daily commuting, especially during summer.

Edit: To clarify, I mean the TORRAS Coolify neck cooler fan (around ¥27,000 on Amazon right now) or similar items, not the cheap regular neck fans.
