Immigration asking for additional documents for visa renewal?

A worker of mine submitted their visa renewal application a couple of months ago, and then they just got a letter from Immigration asking additional documentation for the following:

  1. A document explaining the applicant’s job duties in detail (prepared by the employing organization/company)
  2. A list of all employees and foreign employees (including part-time and temporary/alba employees). Please also clearly state each person’s job type/role.
  3. The applicant’s daily and weekly schedule (prepared by the employing organization/company)

I'd never seen this kind of request before for additional information. In our case, the business is a sole proprietorship, and the business owner switched from one sole proprietor to another just recently (in January), meaning technically on paper it's a completely new business. We sent a letter explaining this, though.

The other thing that was strange is, we just hired another staff in April, and we completed their visa type change application successfully for the exact same position. But I wonder if the difference is that 1) this employee doesn't live in Tokyo and 2) they are ex-JET.

I read online that we should try to prepare the documents in a way that preemptively answers any questions/concerns Immigration might have. However, since this is our first time ever getting this kind of request despite renewing different staff's visas already a few times, I'm concerned I won't provide enough documentation to satisfy Immigration.

Is this just a result of the recent stricter visa renewal guidelines? Has anyone else received a similar document like this? Does anyone have any advice for this situation?
