I understand omae is a more rude way of saying you and anata is the not-rude way of saying you
To say who are you, could I say “dare da omae / dare da anata” or could i only say “omae wa dare desu ka? / anata wa dare desu ka?” ?

If you’re talking to the person, you don’t need the pronoun.
And absolutely ***do not*** use the phrases ‘dare da omae’, ‘dare da anata’, and ‘omae wa dare desu ka’. All of these would be considered vulgar.
