You can do it at any police station so you could go during lunch break.

Edit: Wow, people seem really put out by being told they should be able to pick up the phone for 5 minutes or do a google search.
Someone else I noticed here gave the answer with a google search and mentioned that people should be able to do this themselves. Still got downvoted even though it’s the only valid answer with evidence from a Japanese page.
To those suggesting the DL center – the police station is SOOOO much faster and easier, I totally get why they’d want to go there to do it. That being said I have no idea myself.
I never acquiesce to the argument “I’m too busy” because the claim of busyness is an excuse for unsaid prioritisation. e.g. you’d never say that you were too busy put out a fire in your house. It would be your top priority.

Everyone is busy of course. To answer your question, Sunday, yes. Just did mine last week. I believe they are closed on Saturdays.
