I’m moving to Narita for a new job and would love advice on the best areas to live, what the overall quality of life is like, and how living there feels as a foreigner

Well, it’s a little bit deep Chiba so not so really dynamic but you have a rather big Aeon mall, plenty of cheap veggie stores in the surroundings, an easy access to the highway and the airport of course.
In summer you can rather easily go to the beach in southern Chiba or even south Ibaraki.
You also have easy access to the Mitsui outlet stores in Sakura city.
You will 100% need a car.
I lived nearby 25 years ago. At that time many flight crews stayed in Narita which meant that the city was very comfortable with foreign folks hanging about. They had many events to which foreigners were welcome. You may be drafted into pulling a mikoshi or otherwise visibly being part of the community.
Narita itself is a comfortable place to live. The temple is a lovely place to walk around. You’ll find plenty to eat and street vendors. Not precisely thrilling, but a good place to make friends.
You’re not terribly far from Tokyo should you want to enjoy events there. Chiba is a bit closer, though not all that exciting. Sakura features castle ruins and some nice cherry trees. There’s a windmill between Sakura and Usui that has a lovely tulip garden when it is tulip time.
I lived in Usui with a newborn so was kept busy keeping the baby alive. After about two years, we moved into Tokyo.
Job at the airport i assume? Narita is great if u like quiet and cheap space. No cafes unfortunately. A couple 24 hr gyms but nothing too big unless its Gold’s . Reasonably “near” tokyo which is funny cs its so far. Usually an hr drive but pricey ! Nice to be near the shisui outlets. Near shake shack so there’s that. Alot less walking bcos u’ll need a car for sure

There’s a lot of Thai or Indian restaurants there if that’s your thing but you probably want a car to get around.
Do visit the Thai temple Wat Paknam if you have a chance it’s like visiting Thailand and they sometimes have free food
Nice small town. I attended two Narita festivals. Keisei Line will get you to Tokyo via Tsudanuma or JR Narita Line or JR Sobu Rapid.
Lots of golf courses around it!
