Translated POA to get family’s 課税証明書?

Hi everyone, posting on mobile warning. I need to get my parents’ kazei shomeisho at the ward office for a scholarship application. They used to live in Japan but now they do not, so it is not possible for them to get these documents themselves. I understand that I need a POA to get these documents, but 1. does the POA need to be translated, 2. does the translation need to be notarised or is a certificate of translation sufficient? If it helps, my ward office is in Yokohama.

  1. i dont think a ward office is POA-level of document. a signed proxy letter (委任状) from them is sufficient enough. usually they have those downloadable from their homepage
    if current address is the same before they left and you guys were in the same household, you probably wont need and can just do a normal walk-in.

    there are more ways but it can be borderline unethical/ illegal from govt rule books lol.
