I’m currently living in Japan on a Gijinkoku visa.
I urgently need to purchase something, and the store offers a 0% interest installment plan through JACCS.
To give some context, I already have an active credit card here, but my experience getting approved for a credit card in the past was a total nightmare just because I'm a foreigner. Because of that experience, I’m feeling quite hesitant about applying for a JACCS loan now.
Has anyone here ever applied for JACCS as a foreigner? How strict is their screening compared to normal credit cards?

It was probably because you had no credit history more than anything.
If you have a history now chances are you will be fine, unless JACCS (i.e.) doesn’t allow non-PR applicants.
Without knowing the exact service you will be using, hard to say anything definitive, but any information easily available indicates that PR is not necessarily a requirement, but they may be strict with income, etc…
So I did it a few years ago. I am a foreigner, living a bit longer here in Japan and I do have some credit cards already and my visa is spouse visa.
The only reason we did it because for the purchase we could not select anything else than one time payment and it was a bigger purchase and changing it later to multiple payments would have worked but as I wanted to know how it works with JACCS I tried it (the cost would have been the same). In the process of using JACCS, it even made clear that the online store was not correctly setup to do (as this was a smaller shop with a custom made page) so in a way it was helpful for the owner. We bought something from that place before via credit card and even after with credit card, each time no problem.
Anyway, what happened was I applied online and received some papers to fill out and they let me know if I got the loan or not and I applied for the JACCS credit card at the same time (to have another backup). I got the loan and paid it in the selected installments. I received a paper to add all my bank details and send it to them or do it online and I cannot remember if it worked online or if I send the bank details to them. The first time I needed to pay via bank transfer as usual in Japan it takes 1-2 months to have the direct withdrawal working but from then it was all taken out on the 27th of each month.
I had no issues, but depending on your visa and credit history it might be an issue or even reject you. However, on a different occasion I tried to apply for Orico loan (on a purchase for appliance, we wanted to buy anyway and would have paid via credit card) as they had a campaign for 0% interest, so why not try use it, when we already decided to get it. Did the online application and was rejected. For that we just paid by credit card and it was fine, just my experience on them.
On another occasion a few years back, as Rakuten is my main credit card, I got one of these personal offers to get their Super Loans, like you often receive via post. I did all correct to apply for it and they called me and straight up said that with my financial info it is all no problem but they cannot give it to me because I do not have PR. I did not need it just wanted to know how it works with applying.
