Without a clear budget or specs, the best you can do is spend a few hours walking around Nipponbashi and visiting computer shops in the area. There’s plenty to choose from, both new and used systems, so you’ll get a clear idea of how much you can expect to spend.
I’ve built dozens of PC’s over the years. Lately I do Small Form Factor (SFF) PC’s but I’ve also built some Mid tower ones for people. I’ve helped a couple people off Reddit build and fix PC’s here in Osaka.

Honestly if you want a prebuilt it might be better looking on American amazon and buying it there. I bought a gaming laptop recently and even with conversion rates and import fees it turned out cheaper than the same product in Japan. And it came with a larger ssd.

Build it from scratch? If you are skilled enough, there are several used parts stores in Denden Town.
I personally think that pre-built ones are way too expensive, but you pay for the comfort.
In my case a I bought one on Yahoo auctions (5700g, no dedicated GPU) and quite sparse and built up from there.
