I am an EU Permanent Resident, and I will be coming to Kyoto University as a visiting researcher, although my visit is less than 1 year. In my CoE, it's written "1 Year visa and Professor status"; not sure exactly what that means. I have a few questions; it would be great if I could get help.
- I was told by the Japanese Embassy that I will be issued a Zairyu Card at the Airport without an address. And the embassy told me that I need to register my address at the local city hall/ward office. Could anyone please let me know the registration process, including all required documents? Do I need a lease contract or a letter from the International House at Kyoto University for registration?
- Also, I might need to travel to Australia while I am in Japan for a conference. Can I apply for an Australian Visa from Japan?

For the visa, if you need it, you apply either online or at their embassy; check the Australia embassy website.
1. You get your Zairyuu card at the airport, yes. Basically, once you move to your address, you have 14 days to register it at the local city council ( 区役所). It’s pretty straightforward but you might need to wait a bit. For me it was a 2-3 hour wait, not sure if it was because it was the start of the school year. They will then send you your insurance information by mail, along with details on how to get a MyNumber card (if you want to use healthcare, it’s basically essential).
Honestly many complained about the bureaucracy but I haven’t had any problems so far (knock on wood). It really didn’t feel more of a hassle than what I had to do in my home country.
2. Yeah, it doesn’t matter where you are in the world (unless it’s a sanctioned country, I guess), you can apply from anywhere.
