I’m Canadian, and I changed from a working holiday visa to an engineer visa without leaving Japan.
In the past (before 2020 I guess), this depended on immigration officer. One told me it won’t be possible after checking in his notes, but I applied regardless and my status got changed in like 10 days.
Right now they stick to the WH agreement more, from what I heard, but sometimes it’s still possible to change the status even if agreement forbids it – I personally have a friend who did this with a help of immigration lawyer.
You should be able to find the Canadian agreement online, it should state if condition to acquire WH visa is to leave the country when visa ends.
